These emerging issues can conveniently be categorized as social, educational, technical, logistical and ethical in nature. This paper discussed specifically the concept of the emerging in modern research; the types/forms of emerging issues in administration of research today; importance of the emerging issues in the design and administration of research in changing times/environment; challenges of managing the emerging issues and their impact on the design and administration or research in a rapidly changing world; the preferred strategies of managing/dealing with these emerging issues in research in modern in modern Africa and, the new and best approaches to conducting research work in modern Africa that is characterized by a myriad of socio-economic problems. Therefore, the main focus or thrust of this paper is on the impact of the emerging issues in research management and the development of modern Africa. The understanding of these emerging issues in research work will facilitate the design and administration of the continental development agenda driven by research for this century and beyond.
