Effect of Monitoring and Evaluation Planning on the Performance of Dairy Processing Projects in Kiambu County

Abstract
Dairy processing projects play a key in the development of the dairy industry, by connecting producers and consumers and adding value to the products. However, dairy farmers in Kenya have continued to lament about the performance of dairy processing projects which they end up losing their investment, low income and unstable reliability on dairy projects. Much of the milk produced by dairy farmers is sold at low and inconsistent prices across the seasons despite the existence of cooperatives who channel milk to dairy processing projects on behalf of farmers. Hence, this study examines the effect of monitoring and evaluation planning on the performance of dairy processing project in Kiambu County. The study was guided by stakeholder’s engagement theory and employed explanatory research design. The target population consisted of 272 respondents and using Yamane's (1967) formula, the sample size was calculated to be 162 respondents. Stratified random sampling was used to divide the respondents into five strata: project officials, monitoring officers, project engineers, suppliers and consumers. Data was collected from the respondents using a structured questionnaire, which was initially piloted to assess its validity and reliability. Data was analyzed using descriptive and inferential statistics. Results of the study indicated that monitoring and evaluation planning showed a moderate positive correlation with performance (r = 0.506, p < 0.01), suggesting that improved M&E planning is associated with better project performance. Further, monitoring and evaluation planning (β = 0.975, p = 0.013, <0.05) had a significant effect on performance of dairy processing project. The study recommends that dairy processing project managers should strive to apply appropriate monitoring and evaluation planning aimed at improving performance of dairy processing projects.
